This Handbook deals with sending dangerous goods in transport units for carriage by land and sea throughout New Zealand. It concentrates on dangerous goods in packages, including small packages, dangerous goods in limited quantities, consumer commodities and intermediate bulk containers (IBCs). The Handbook was revised in 2008 to keep it aligned with changes made to NZS 5433:2007. Those changes were carried out to accommodate the revised Land Transport Rule, the UNRTDG latest update, a review in line with latest practices and technologies, and an update to the Classification section. Other information sources drawn on for the development of this Handbook have also been updated and that material has been addressed in the 2008 version.

Objective of this standard is to set out the requirements for the safe transport of dangerous goods on land in road and rail vehicles. It intends to provide a means of compliance with the Dangerous Goods Rule, as well as a guide to best practice requirements for the safe transport of dangerous goods on land. The 2020 version contains updated technical content that will allow users to follow up-to-date good practice and specifications. The removal of the duplicated international specifications (which is revised every two years) and inclusion by reference only will future proof the standard, and ensure that the standard is fit for purpose. In addition, this standard also includes prescriptive information on the transport of dangerous goods that is specific to New Zealand only, as well as including considerable reference to the Land Transport Act – Dangerous Goods Transport Rule, regulated by NZTA. Note that the revised NZS 5433.2:2012 Dangerous goods list is to be included in a handbook SNZ HB 5433:2021 UN dangerous goods list as opposed to a standard, due for release early 2021.
